Article I: Purpose

Section 1: To help educate the people who are athirst of learning and high hopes for the future.

Section 2: To develop a deep interest in other cultures, making this its contribution to global understanding.

Section 3: To provide quality education for people from all walks of life regardless of age, sex, religion, or ethnic origin.

Section 4: To mold a well-prepared, socially fit, and morally upright citizen.

Article II: Name

Section 1: The name of the university shall be called Continental University.

Section 2: As used herein, the word " University" means Continental University.

Article III: Faculty and Staff

Section 1: The faculty shall compose of Part-time and Full-time professors: guest professor, lecturer, assistant professor, associate professor, professor, and head professor.

Section 2: Promotion for faculty and staff shall be done accordingly.

Section 3: Each department shall have one department head.

Section 4: The faculty staff shall be appointed by the President through the recommendation of the Board of Regents.

Article IV: Academic Programs

Section 1: The University shall offer Bachelor's Degree, Master's Degree, and Doctorate Degree courses in the following fields of study: Bachelor of Arts, Bachelor of Science, Bachelor of Oriental Medicine, Bachelor of Alternative Medicine, Master of Arts, Master of Science, Master of Information Technology, Master of Computer Applications, Master of Oriental Medicine, Master of Alternative Medicine, Doctor of Philosophy, Doctor of Oriental Medicine, Doctor of Alternative Medicine, and Doctor of Education.

Article V: Admission and Registration

Section 1: For freshmen and old students, the admission period for the first semester shall be done from the second week up to the last week of May. Second semester shall be done from the second week up to the third week of October.

Section 2: Transferees may be admitted a month before the admission time and/or in the middle of the semester.

Section 3: Registration shall be done thru online registration.

Section 4: Applicants must qualify to register for admission.

 
Article VI: Credit Bank/Credited Subjects

Section 1: Credit Bank shall serve as the depository bank of credits taken by the student/s from different academic institutions.

Section 2: Student/s who wish to enroll in the University shall submit their deposited credits, embanked in the credit bank of other academic institutions, shall be evaluated and approved by the University Council.

Section 3: Only evaluated and approved credits shall be honored by the University.

Section 4: Student/s with complete credits (bank credits) must enroll in the university to at least one semester to graduate.

Article VII: Fees

Section 1: All fees shall be payable on cash basis only.

Section 2: Payments for tuition fee shall be fully paid before the start of classes.

Section 3: Tuition fee shall be paid to the respective Regional University Centre where cyber education program offered.

Section 4: Student shall pay the tuition fee only to its respective country. If the students pay its tuition fees to the University Centre in Manila, the said university centre will forward its payment to the concern Regional University Centre.

Section 5: Failure to pay the University fees shall not be admitted.

Section 6: Honored degree grantees in the "Article Section 7: Honored Degree" shall not pay any other expenses.

Article VIII: Curriculum and Course Load

Section 1: Curriculum must be updated to meet the quality standard of education.

Section 2: The normal allowed course load should be 16 credits minimum and 24 credits maximum except for Oriental Medicine which shall have 30 credits maximum per semester. For freshmen and sophomores (except for first semester), the maximum course load shall be 21 credits, however, students from the College of Medicine are allowed to have a normal load of 27 credits. Those students whose grade averaging to 3.75 and up from previous semester are allowed to carry an additional of three to six credits.

Section 3: A student who cannot complete a course may request for withdrawal approved by the instructor, the student's advisor, the chair of the department concern, and the Registrar of the University. However, the student may not then register for another degree in place of the withdrawn course.

Section 4: A student must have finished at least a minimum of 16 credits or equivalent to one (1) semester to be classified as a regular student.

Article IX: Period of Study

Section 1: The required study period of each course for Bachelor's degree shall be four (4) years or equivalent to eight (8) semesters except for Bachelor of Oriental Medicine which shall be taken within six (6) years or equivalent to twelve (12) semesters.

Section 2: Student/s shall take the maximum load if he/she wishes to graduate at an earlier period.

Section 3: Master's degree shall have two and a half (2 1/2) years or equivalent to five (5) semesters except for Oriental Medicine, which shall be taken within three (3) years, or equivalent to six (6) semesters.

Section 4: Student/s of Master's degree can graduate within two (2) years upon completion of thesis and the required 36 credits except for the College of Medicine.

Section 5: Doctorate degree shall have two and a half (2 1/2) up to three (3) years or equivalent to six (6) semesters.

Section 6: Student/s who maintain at least a grade of 3.75 and takes maximum credits per semester, may complete the desired course earlier than the normal given time for each course.

Article X: Student Grades

Section 1: Students shall be given one regular examination which will be conducted and fall on Saturday at the end of every semester. Students are allocated with only one-month to complete the examination. Beyond one month of non-completion of examination will automatically be given a grade of F (equivalent to failed).

 

Section 2: Final grading will be based on student performance; the instructor takes into consideration the result of the examination and other requirements.

Section 3: Student performance is graded on a 100-point scale and grades are recorded permanently in the Registrar's Office under six broad categories [A, B, C, D, F, and P (Passed - for graduate studies only)] with the following equivalence:

Article XI: Graduation Requirements

Section 1: The bachelor's degree candidate must complete the required 140 credits except for Bachelor of Oriental Medicine which shall have 315. While Master's shall have 36 credits, except for Oriental Medicine which shall have 60 credits. Doctorate degree candidate/s must fulfill the required 45 credits.

Section 2: Graduation dissertation/thesis/projects shall be required to all students of Graduate and Undergraduate Studies and must be submitted to the Regulation on Dissertation/Thesis of the University.

Section 3: Oriental Medicine students shall have to complete the six-year course, then, shall have to take the Board Examination Licensure.

Article XII: Trustees

Section 1: The Board of Trustees shall exercise the power of conducting and controlling of the University Property.

Section 2: Trustees shall be of legal age and shall not commit any offense punishable by law to qualify.

Section 3: The Trustees shall hold office for one year and remain until its successors are duly elected and qualified.

Article XIII: Administration and Student Services
Officials

Section 1: The administration must have the following set of officers or their equivalent in title, as follows: President, Vice-President, Registrar, and Deans.

Section 2: The President shall be the Chief Executive Officer of the University and shall execute all resolutions of the Board of Trustees. He shall be charged

Section 3: The tenure of office for the President shall be two years and renewable.

Section 4: The President through the Board of Regents shall appoint the Vice-President.

Section 5: The Vice-President shall exercise all powers and perform all duties of the President during the absence or incapacity of the latter and shall perform duties that maybe assigned by the Board of Trustees.

Section 6: The tenure of office for the Vice-President shall be two years and renewable.

Section 7: The Registrar shall keep and conduct all academic records.

Section 8: The tenure of office for the Registrar shall be four years and renewable.

Section 9: The Dean shall serve as the head of a faculty, school, or administrative division in a university or college and in-charge of student personnel services, such as counseling or discipline.

Section 10: The tenure of office for the Dean shall be four years.

Article XIV: Board of Regents

Section 1: The Board of Regents shall exercise administration and the general supervision over the conduct and welfare of the students.

Section 2: The Board of Regents on the recommendation of the University Council shall confer the degree of the student.

Section 3: The Board of Regents shall appoint the President.

Article XV: University Council

Section 1: The University Council shall embody the following: the President, the Registrar, and a Professor.

Section 2: The University Council will recommend the confirmation of degrees, commend the Faculty Staff, and make decision for academic affairs.

Section 3: The term of office shall be four years.

Article XVI: Honorary Diploma and Degree

Section 1: The University will award an Honorary Degrees to deserving recipient/s based on their participation, contributions, and academic performances.

Section 2: Recipients must fill up the Application Form for Honorary Diploma and Degree together with their supporting credentials.

Section 3: The University will evaluate the application upon submission, then, qualified recipients will be informed thru post or e-mail.

Section 4: Criteria for achieving the Honorary Diploma and Degree are as follows:

Article XVII: Honored Degree

Section 1: Continental University's Cyber and Distance Education Program will honor and recognize the degrees granted to graduates of Continental University's Distance Education Program from the 10th of January 1980 up to the present at the University Centre in its respective country.

Section 2: Transferred degree shall be evaluated and approved after submission of the following documents:

a. Application with 2" x 2"picture

b. Graduation Certification

c. Transcript of Records

Article XVIII: University Centre Administrative
Functions

Section 1: The University Centre in Manila shall be responsible of releasing the student numbers.

Section 2: The University Centre in Manila shall support the administration of Continental University.

Section 3: The University Centre in Manila shall provide the school academic program through Internet.

Section 4: The University Centre in Manila shall manage the development of the University website.

Section 5: The University Centre in Manila shall be the only Centre to confer degrees to graduate students.

Section 6: Each Regional University Centre shall recruit students and conduct examinations. They shall manage its lecturers and upload their respective students' remarks to the University website.

Section 7: Each Regional Centre shall be responsible of paying the salary of its respective lecturers.

Section 8: Each Regional University Centre shall contribute for the necessary administration expenses incurred in the University Centre, Manila.

Article XIX: Effectivity

Section 1: Guidelines and/or rules and regulations shall take effect immediately upon the approval by the President and the Board of Regents of the University.
